Social services workers raised concerns about state of Pense foster home
After reviewing more than 100 RCMP photographs showing the cluttered, unsafe, and unsanitary conditions of a Pense foster home where a three-year-old boy died, a senior official in the Ministry of Social Services said she wouldn't have recommended placing a child there.
