The typical solution to all of the problems for CPS: More money

County Supervisors Look to Reform Child Services Through Pay Increase

County supervisors are looking for ways to reform Department of Children and Family Services, which serves Monrovia. The discussion was sparked by the death of an 8-year-old.

Note: This is a typical pattern.  Every time CPS fucks up royally, the answer is more money.  A kid gets killed... "Oh we don't have enough workers because of heavy case loads"  or "we need better training" or "we need more foster care providers" and all of them cost money.  

So according to this theory apparently if you throw unlimited funding at the child protective industry, they'll get it right, yet they never do.  That's why they always need more money.
