Editorial: Proposed charge for state management of child welfare cases an unfair burden on counties

Buried in the proposed Department of Human Services budget for next year is a fee that counties would have to pay the state to supervise child welfare or foster care cases. The fee is unfair to cash-strapped counties and quite possibly unconstitutional.
