LAC: Children abused after DSS declined to investigate
Thousands of the state's children were victims of abuse or neglect and some even died after the state's child welfare agency chose to refer their cases to community prevention programs instead of investigating them, according to a long-awaited report by the watchdog arm of the Legislature.
