Overcrowding remains major issue for foster homes in Saskatchewan: children’s advocate

Significant progress has been made since a scathing report on problems in the foster care system in the Saskatoon area was released more than two years ago, but major issues remain, Saskatchewan’s children’s advocate said in a report released Thursday.
