DHS often requests that clients bring in, or sign releases for their clients’ medical records. If the existing medical records do not support the allegations made by DHS, they routinely bring in their own psychiatrists.

Note: This is just precious! Kelly from Adoption Blogs tries to rationalize why a foster parent would abuse a child. Notice how she tries to justify it.
"I think the main reason foster parents abuse is stress and/or frustration. Raising foster children and all the accompanying issues leads to high levels of stress. I think many parents are ill prepared to handle the issues our kids have. It’s not just the kids’ issues or behaviors, but all the accompanying issues that go with foster care. There is documentation, regular social worker visits, birth family visits, medical appointments and various other things. Foster parenting classes don’t always address things like this, or give you an accurate idea of how much time is truly involved in all of this."

That's why Sacramento educators are talking about a new school especially for them.
The vision is far from reality, but this is what they picture: A college-prep high school with family-style housing and on-site support services from social workers, psychologists and physicians.

The DeKalb children's center's troubled history
By April 2007, four years after the center opened, WestCare, citing too few residents and heavy financial losses, pulled the plug on the treatment program.
Some of the thousands of children sent to the center for help — paid for with taxpayer dollars — were neglected, even abused by staff, according to the DHR and court documents.
WestCare officials said they helped many children and called the incidents isolated.

That's according to the two boys, whose identities are not being released at the request of their attorney, Christine Schleuss.

Glorify the good guys, demonize the bad guys, make it look worse than it really is, repeat it over and over so that the people will give up money and rights to support these movements.
