The DeKalb children's center's troubled history
By April 2007, four years after the center opened, WestCare, citing too few residents and heavy financial losses, pulled the plug on the treatment program.
Some of the thousands of children sent to the center for help — paid for with taxpayer dollars — were neglected, even abused by staff, according to the DHR and court documents.
WestCare officials said they helped many children and called the incidents isolated.
