The state is suing an East Hartford-based clinical social worker, contending that she and her behavioral health company billed the state about $1.84 million for psychotherapy services that were never provided.

Reactive attachment disorder may develop if the child's basic needs for comfort, affection and nurturing aren't met and loving, caring, stable attachments with others are not established.
This is a common problem with young foster kids who have bounced around in the system for a while. It's also something that is never talked about among the family rights groups.
