Police are not sure how to handle a pet cougar accused of biting an Ohio social services worker because it appears the owner didn't act illegally, and the state's new exotic animal law doesn't take effect until fall.
So, a social services employee is saying that she had to go to the ER to treat a bleeding wound, yet the owner says the animal has no teeth.
