PA auditor general to probe bureau handling child-abuse appeals

Calling it a “shadow justice system,” Pennsylvania’s auditor general said Thursday that his office will investigate a bureau within the state Department of Human Services tasked with hearing child abuse appeals and cases involving 280 other issues.
