Shortly after Gov. Rick Snyder's child welfare agency argued to a federal judge it had improved enough to escape court oversight, one of the state’s foster children drowned in a lake near Flint.
Omarion Humphrey, 9, was autistic. On July 4, 2015, he wandered away from a foster mother who had no specialized training to care for him.
