Teen’s death raises questions about secrecy surrounding kids in care

Justin Sangiuliano, a 17-year-old developmentally disabled teen, died in April after being physically restrained during an incident at the Oshawa group home in which he lived. Advocates say Justin’s death raises serious questions about the use of restraints on vulnerable kids in care and the secrecy that surrounds what happens to them.
