U.S. states are patching together funds from a variety of sources to care for thousands of children who have been abused or neglected, but they are still struggling to meet demand for services, a federal watchdog agency said on Wednesday.

The majority of federal funding that year for child welfare, $7.1 billion, went to states for foster care, while $730 million was distributed through formula grants to address child abuse and safety. The U.S. Congress also appropriated $189 million for child-abuse prevention, GAO said.

According to the National Conference of State Legislatures, states and the federal government spend about $25 billion every year on child welfare services.

The Smart Money: DHHS and its significant challenges

In January of 2011, DHHS was bragging about their National Model Child Welfare System due to all of the reforms made after the death of Logan Marr. In 10 years, the state had cut the number of foster kids in half. In June of 2012, Eathen Henderson was thrown into a chair by his former foster child father and died. Since then the rhetoric has changed dramatically.

I just now came across this very disturbing article that sums up the new agenda under CPS Lover LePage administration in a single .

I am going to suggest that anybody from Maine take a serious look at this article. Towards the bottom, there is a statement made in regards to Maine's Child Welfare / Foster Care system. In essence, this article is advocating for taking babies at younger ages because they are more marketable, and more likely to be adopted. Not because it's what is best for the child.

December 2008, 10-year-old Seth Ireland was sent to the hospital after his mother's boyfriend punched and kicked him repeatedly. Seth died about a week later. Authorities say just days before Seth's death, his mother and her boyfriend asked authorities to take Seth and his half-brother to protective custody. They were denied. Lebaron Vaughn was sentenced to 15 years to life in prison for beating Seth to death. Seth's mother, Renae Ireland was sentenced to six years for child endangerment.
