Secretary of state explains child welfare audit
Secretary of State Kate Brown appeared before the Statesman Journal editorial board to offer comments about a recent audit of Oregon’s child welfare system, which she said is returning 29 percent of children to home safely, slightly above the national average of 22 percent.
