Give babies to foster parents who want to adopt them, says PM

Babies will be placed with foster families who want to adopt them under plans to reduce the disruption to children in care.


Note: The only problem I have with this is that you will end up with these desperate to adopt infertile's falling in love with every kid that comes their way, hiring lawyers to fight against reunification and crying out for sympathy and justice if the kid is ever returned home.
