The guilt trip method can take multiple forms, but it's ultimate aim is always to sucker some dip-shit into becoming a foster or adoptive parent.
State struggles with foster home shortage

A shortage of foster homes in Michigan has forced agencies to institutionalize children and separate thousands of siblings, state officials and child advocates say.
Another method is where they put some idiot with a self-entitlement complex, who has adopted or is in the process of adopting on TV or in the newspapers to show how they want to expand their families because they have so much love to give and bla bla bla. This is done in the hopes that some other persons story will warm the heart of some sucker for emotion into motivation to look into foster to adopt.

# 4: Adoption Festival / Information Clinics
This past February, Houston Child Protective Services held its fourth annual "Hearts for CPS Children Adoption Festival" near Reliant Park. About 100 kids ages eight and older hung out with families who completed the requirements to become adoptive parents.

Notice how this short article opens with: "Dozens of local kids looking for new families." I suppose none of these kids want anything to do with their real families, right?

Also in Houston, An Adoption Open House was held back in January. This is and awareness campaign where an Adoption/Foster Care agency advertises a free walk-in so that those in the target market can come in for more information.

They like to make a big dead of offering convenient times for free walk in clinics and information sessions, but as you will soon see, they also tend to put the emphasis on the largest possible number to make the problem of child abuse appear worse then it actually is. This practice is called misinformation.

In the video below, pay particular close attention to how the guy puts all the emphasis on the number of child abuse reports rather then the number of substantiated cases. Which to me is more of an indication of a rat infestation than anything else.

In Harris County in 2008, more than 35,300 children were alleged victims of abuse or neglect, but only 5,506 were provided services of the almost 6,400 confirmed victims of child abuse or neglect.
A simple crunching of the numbers given (6,400 X 100)/35,300 shows that aprox. 18% of child abuse or neglect reports in this area are substantiated. However, in order to sucker more potential victims, I mean foster and adoptive parents in, the problem must appear to be worse then it actually is, thus creating a false sense of urgency.

# 3: Form Partnerships with Businesses, offering them free photo opportunities and press releases in exchange for support for the cause and fund raising efforts.



# 2: Heart Galleries, where they pretty the kids up, take them to the photographer, and put the pictures on public display. Notice how they tout the need for adoptive families, but fail to mention any of you people who have been fighting for the return of your children only to have them end up like this.

Wednesday's Child is a direct and mutually beneficial cooperative effort between the Child Protective Industry and Local News Media. The news media gains some valuable PR by taking a foster kid out to play mini-golf or something and recording the day for a heartwarming segment on the evening news.

Still what they never tell you is that most of these kids have families who love them and miss them. But these people always gotta make it sound like that never has been or never will be the case.

    Actually I think that should be 18% of the ones they actually took to court. They don't usually allege anyone until they are ready to court. That not 18% of all the reports but 18% of all the reports they substantiate and take to court. (probably few than 30% of all investigations) that means they only provided services for 5.4% of all reported cases. That seems to be in line with San Diego (grand jury investigations) and other areas.
