In the past, I've written about studies that criticize child protective agencies as being too ready to take children away from parents and place them in foster care or group homes. A growing number of studies and commentators point out the fact that the federal government gives states financial incentives to place children
in foster care. That's the per diem system and it encourages family break-up.
