Study finds foster kids lack permanent homes

A statewide study on the foster care system has suggested that some counties have a lack of permanency in the placement of children who are brought into the system.

"People think the children living in foster care are living down the street with Mary Jones, but the truth is that about a quarter of them are living in (state care) institutions or group homes," said Joan L. Benso, president and chief executive officer of Pennsylvania Partnerships for Children (PPC), an independent and privately funded organization that strives to be the voice of children on the state and federal levels.
