9-year-old foster child found near relative's house

A 9-year-old Indianapolis boy who fled a foster home Friday found his way to a relative's residence Monday but was likely headed back to foster care.

    Why can't a judge listen to him and see what the problem is with the foster home? It is a foster home (not a place i would even think of sending the baddest children in the world.)
