Foster mom was cited

Amariana Crenshaw, age 4, Died at the hands of a Foster Parent.

The foster mother who cared for the 4-year-old girl killed in an arson attack early Friday had been cited for "unexplained" scars and bruises on the little girl's face, for locking her refrigerator and having deadbolts on all the bedroom and bathroom doors in her North Natomas home, public records show.

The foster family agency that discovered the violations in April – Homes with Heart – was in the process of decertifying Tracy Dossman as a foster mother. However, Dossman stopped communicating with the agency and became certified by another foster family agency, said Jennifer Neutzling, director of Homes with Heart.

    Court records indicate Dossman had a strained relationship with Amariana's birth mother, who had been hoping to regain custody of the girl.

    The woman repeatedly called Dossman and once threatened to "burn my house down," according to a restraining order that Dossman filed Feb. 7, 2006.

    Young said police have interviewed Amariana's birth mother, but stressed that there are no suspects in the case.

    The Bee's efforts to reach Anisha L. Hill, the woman identified in child support documents as Amariana's mother, were unsuccessful Monday.

    However, restraining order documents describe a difficult relationship between Hill and Dossman.

    According to accusations made by Dossman in court documents, Hill called her repeatedly for six months, sometimes calling 10 times per day. Dossman wrote that Hill called seeking to talk to the children before school and at midnight.

    "She said ... when she gets her kids back from me she's not speaking to me and I'm a miserable (person)," the documents say.

    Dossman wrote that she changed her phone number, sought a police report over harassing calls and asked social workers to ask Hill to stop calling. Still, Dossman wrote, Hill told Dossman she hopes "I run off the road," the order says.

    "(She's said) something is going to happen to me," Dossman wrote on the 2006 restraining order request. "She has told me she's going to burn my house down."

    According to Sacramento court records, Hill was not charged in connection with the calls.

    IT SEEMS MUCH MORE LIKELY THAT THE CHILDS BIOLOGICAL MOTHER THREW AN INCINDIARY DEVICE INTO THE FOSTER MOTHERS HOME, SINCE SHE THREATENED TO DO THAT IN 2006. UNFORTUNATELY SHE ENDED UP KILLING HER OWN CHILD.

    i don t understand why they not questioning the foster mother she died under her care only she knows the truth.Her real mother loved her daughter so much she would never do anything to hurt her.How could people just sit here and point the finger at her.It should be against her foster mother.I feel that her foster mother should have a lie detecter test.I haven t heard anything about her getting questioned.An innocent little girl was taking from this earth in so little time.I just want to know why ?I will always remember that beauitful of smile of hers.Please if anyone know anything they should come forward.Please for Amariana!

  3. Unsafe Foster Care Placement; Lack of Oversight by DSS

    Medical records reveal that four-year-old Amariana sustained at least 11 prior injuries during her time in foster mother Tracy Dossman’s care – including being pushed from a car.

    Between the time that Amariana entered foster care and the time of her death, she dropped from the 83rd to the 3rd percential for her weight. Foster mother Tracy Dossman has been cited for numerous licensing violation – including two documented incidents of locking the refrigerator while Amariana lived with her.

    Which leaves me asking: "Why?"

    - Why does Tracy Dossman still have her foster parenting license?

    - Why hasn't Tracy Dossman been charged with a crime?

    - Why, at this very moment, are five other foster children are residing in Tracy Dossman’s “home?"

    - How on earth, after five black eyes and/or split and swollen lips, an injured leg and a molestation allegation, was the conclusion drawn by DSS that Amariana was “accident-prone?”

    The California Department of Social Services says that until they complete the official inquiry, and unless they find Dossman in "noncompliance," they will not move to decertify her as a foster parent. Nor will they require the private agency that certifies Dossman to remove the other children.

    "We're not there yet," says DSS spokeswoman Lizelda Lopez, who said it's not clear when a decision will come.

    My question for Lopez and the other folks working at DSS is: "Would you trust YOUR children in Tracy Dossman's home?"

  4. PS - and, in answer to TigerLily:

    The autopsy report says there was no soot in Amariana's airways and no carbon monoxide in her blood. That indicates, experts told The Bee, that she was not breathing when the Molotov cocktail that was supposed to have killed her ignited.
