An undocumented immigrant spent 20 days in a foster home until the Department of Child Services learned he wasn't a juvenile, police said.
According to a Michigan City police report, a worker from the Indiana Department of Child Services said Javier Santiago, 22, and other undocumented individuals were in a van stopped on the Indiana Toll Road in early May.
