Judge orders CPS officials to comply with order requiring 24-hour group home supervision

A federal judge supervising the state's troubled foster-care system has ordered child-protection officials to immediately comply with a year-old court order prohibiting foster children from being placed in group homes that lacked 24-hour supervision.
