Police break out the window of a van to make an arrest in Chico.
It happened outside the Butte County Social Welfare office in Chico on Carmichael Drive a few minutes after 10 a.m. this morning when police took custody of a two-year-old child left unattended at the Motel 6 earlier in the day.
