When Idiots Speak

Here is another of these fun loving articles written by somebody who has no understanding of the numbers and what they mean.

Each year, the federal government spends around $4.4 billion to maintain the foster care program, yet very little of that is allocated to services helping prevent the need for foster care.
That is correct but she continues. 
In 2013, Kentucky had 104,000 child abuse or neglect claims, yet only investigated 52,000 of them, and of that, only around 11,000 children were put in out-of-home care. I find it hard to believe that out of 100,000 calls, only 11,000 children were being abused or neglected.  
Just because they were not put in out of home care does not mean that they were not abused or neglected, nor does it mean that all of the kids who were removed form their homes were abused or neglected.  Perhaps that the family managed to pull it together.  Perhaps the social workers don't know the difference between child abuse and a hole in the ground.  I don't know.  I just know that this person doesn't have a clue as to what these numbers mean.
