Elisa, 16, has been in foster care for more than two-thirds of her life, moving through so many foster homes that she has lost track of them all — including four in the past two years. She was sexually abused in one, punched by her foster mother in another and hospitalized for depression, bipolar disorder and post-traumatic stress disorder after several more. She has been on the verge of adoption twice, only to see it fall through each time.
