Investigators looking into death of special needs foster child

Cleveland Police are investigating the death of a 10-year-old special needs foster child.  According to investigators and the Cuyahoga County Medical Examiner’s Office, Xavier Brothers-Bartholomew was found in full arrest when EMS crews responded to a home on E. 160th Street Sunday afternoon.
