'DFYS' trying to improve, judge says in annual report
New Jersey's child welfare system received its 15th report card in nine years this week, evaluating its progress and improvement following a 1999 class-action lawsuit that alleged neglect of thousands of foster children, according to a report by NJ Advance Media.
