State demands restraint rules for schools

In the 18 years Superintendent John Conwell's worked in the Unalaska schools, he's never seen an instance where a student had to be physically restrained or locked up. But because of a new state law with a tight deadline, the school board this week was set to hold a special meeting adopting a policy on physical restraint and seclusion.
