Falling through the cracks - runaway child case sheds light on Louisiana state policies

It was the case of a runaway child with a seemingly happy ending. 11-year-old Grayson "Blayne" Bell of Plain Dealing was reported missing October 14th- and found the next day. But on October 16th, Bossier Parish authorities announced the arrest of Grayson's father and his girlfriend on several charges- including cruelty to a juvenile and criminal neglect of family member.  And the more we learn about this family - and state policies - the more troubling this story gets.
