The retired Atlantic City crossing guard has been fostering children for 13 years, having adopted four of them.
She was in the process of adopting Elijah, now 4½, after already becoming his older sister’s mother. But then Child Protection and Permanency stepped in, taking Elijah and another foster son — whom Jones has had since March 2013, when he was just 4 days old.
