We'll give the Boston Foundation and Strategic Grant Partners credit for commissioning a report — from the Center for the Study of Social Policy in Washington, D.C. — designed to help the state's Department of Children and Families work out more effective methods for protecting children and families in crisis.
Note: The news media gets a hold of these horrible cases and CPS solves all of their problems by taking more kids.
