Olga Roche’s goal still left some kids at risk

Embattled DCF Commissioner Olga Roche — alerted at least three years ago that social workers routinely missed monthly visits for thousands of children under state care — responded to the crisis by setting a goal to regularly monitor just 85 percent of kids under the agency’s watch, according to internal emails obtained by the Herald.
