Samantha Martin was born with a rare chromosome disorder. Her parents didn’t have the money to pay for the care she required on their own. They took the advice of Alberta Childrens’ Services and placed her in foster care. It was a way to get Samantha access to better care. But the Martin’s were only able to get occasional visits with Samantha and she went years without seeing a doctor. A far cry from the care they were promised.
