Children could be charged for being taken into care under council plan

Worcestershire county council proposes scheme in which some children would be required to meet costs of social care

    It won't fly. Typical Council idiocy.

    First, basic English law, minors can't enter into contracts; no contract, no liability.

    Second, basic EU law; civil liability must be proved in court.

    The only way a Council could win this would be by intimidating people on an individual basis. Which they do attempt, I know; I just had Enfield Council try to do me for a year's tax on an address I've never lived at.
