How state's child protection system failed this child

The 12-year-old is stretched on a rough wooden cot at the night shelter for street children which doubles as the collaborating agency for Childline, the statutory helpline for kids in distress. His left leg is severed above the right and his right foot has lost its toes. On Monday afternoon, a government ambulance, the one used for the chief minister's 'janatadarbar', dumped Dharamraj (named changed) on the scorching steps of the night shelter, and sped away. Shocked Childline staff were jolted to see the boy lying near-naked on the steps. They had last visited him the previous night at the Patna Medical College Hospital (PMCH). How could this be?
