Child welfare overlooked danger signs in girl's case

Despite alarms sounded by school officials and a police officer in 2009, Kentucky’s child welfare agency allowed a 14-year-old girl and her 12-year-old developmentally disabled brother to remain living in a home with two strange men and without a guardian.
