Complaints prompts Department of Children and Family Services to upgrade child abuse hotline

Note: Does this mean that they're going to employ people with brains to man the hotline?

Illinois' child welfare agency has launched a new computerized child abuse hotline in response to complaints its old system was failing to handle the volume of calls.
