Legislation aims to curb over-medicated odyssey many foster children face


Pitzer was a ward of the state. Over the next nine years he was moved 17 times into psychiatric facilities, foster homes and treatment programs of varying lengths, according to interviews with Pitzer, his court-appointed special advocate and his attorney.

Almost immediately he was put on a cocktail of medications to help control his mood.
