Review: Counties miss mark on standards for child abuse investigations
In March 2010, the 40-year-old boyfriend of the toddler's mother became enraged and punched the little boy repeatedly for shaking his bottle and sprinkling milk on his newborn sister. The blows perforated the Racine boy's intestines, broke his ribs, and lacerated his liver and pancreas. Jovani's mother waited several days before taking him to the hospital, where he died.
