Montgomery makes CPS reform suggestions
Maricopa County Attorney Bill Montgomery zeroed in on his top recommendation for fixing the state's child-welfare system Tuesday with hours of testimony in support of the idea.
Note: What they mean by reform and what we mean by reform are two different things.
