A bill that would fine someone who knowingly filed a false report of child abuse passed a divided Oregon House on Tuesday.
Representatives voted 37-23 to pass House Bill 2183, which makes the intentional filing of a false child-abuse report a violation subject to a $720 fine.

Note: I would also like to call specific attention to the following paragraphs.
Legislators opposed to the measure expressed concern that it would have a chilling effect, causing people who suspect abuse but aren't certain to hesitate before acting.
"Child abuse remains extraordinarily underreported," said Rep. Sara Gelser, D-Corvallis. "Adults are afraid of reporting even if they are fairly certain a child is being abused because they don't know what the consequences will be to them."
Now here in lies the problem. There are a lot of stupid people out there who know how to use telephones.
PS: I'd much rather have the opportunity to shove the phone up the ass of the false reporter. A $750 dollar fine, doesn't cut it IMO.
