Children’s shelter pros, cons aired
Rhode Island’s top child-welfare director testified before a Senate committee Wednesday that the state’s plan to develop “immediate response” foster homes to replace the state’s three emergency children’s shelters represents a shift in thinking nationwide about the best way to care for young children.
