DYFS doing better, but not perfect, report says

New Jersey's child welfare system has improved in many ways since state officials agreed to invest hundreds of millions of dollars a year to revamp it, but it still struggles to meet basic goals such as having caseworkers regularly visit foster children, a new monitor's report concludes.
