Foster parents acted 'odd' the night toddler was killed
A neighbor of Serenity Gandara’s foster parents said people noticed some strange things at the home hours before the girl was found dead. Patty Clemons is the next-door neighbor and friend of Carla and Alberto Garcia, the couple accused in the murder of their niece, 3-year-old Serenity Gandara, whom they were fostering.
