The shameful stories that can’t be told
I had been planning this week to write about two sharply contrasting stories which exemplify the way in which much of the child protection system operated by Britain’s social workers has gone horribly off the rails.

Cassidy Dossett Needs To Go To Jail!
I like this guy.
There is a CPS worker in Williamson Co Texas who has lied to a district judge, injured children and falsified medical documents. Cassidy Dossett is the epitome of a system gone wild. I call on Gov Perry, the CPS and the Atty Gen of the State of Texas to bring to and end this dangerous farce! Put this child abuser in jail where she belongs. Please watch this video and write your congressmen. The child you loose may be your own! The Texas Department of Family and Protective Services had itself been an object of reports of unusual numbers of poisonings, death, rapes and pregnancies of children under its care since 2004. The Texas Family and Protective Services Crisis Management Team was created by executive order after the critical report Forgotten Children of 2004. The critics and plaintiffs' attorneys are out there. They seethe with frustration in their assertion that there are child protection workers who are as dysfunctional and flawed as some of the abusive and neglectful parents they investigate. They feel mistreated, ambushed, without recourse to a neutral oversight authority, and fume that the courts will believe the word of child protection workers over their clients. And yet, when there is a credible allegation that a child protection worker has knowingly made misleading or false statements which resulted in the wrongful removal of a child, their criticism and anger seem justified. Such misrepresentations may involve highly contested issues of material fact that more properly should be examined by an agency supervisor or in court on the merits. The supervisor or court, inadvertently giving credence to the worker's misrepresentation, may thereby be swayed in favor of the worker's recommendations. (They lie all the time folks!)

Note: Now here's a perfect example of the idiotic sheep mentality of the modern American culture.
The Oswego County Department of Social Services has come under fire once again after it was discovered that a 19-month-old child was found allegedly in a neglected state by police during a recent burglary investigation in the City of Fulton.
Some residents have been critical of the county’s DSS for failure to check on the family who they claim were receiving public assistance.
Under state law, DSS caseworkers have no authority to inspect the homes of those receiving public assistance of any type.
“I think it’s important for the public to understand that any Social Service Department must operate within the scope of the law,” Oswego County DSS Commissioner Frances Lanigan said Thursday.

How churches fight belief in witchcraft
Last night's Dispatches programme on Channel 4 highlighted the harm caused to children in the UK, almost all of whom come from an African background, by church pastors who are apparently labelling them as witches or as in some way "possessed". The Churches' Child Protection Advisory Service (CCPAS) condemns such behaviour wherever it exists and over the past few years has worked with statutory and other agencies to expose and deal with such abusive practices.

Los Angeles County supervisors took steps Tuesday to hire an independent auditing firm to conduct a sweeping review of the troubled Department of Children and Family Services.
The proposed review, set for a vote at next week’s Board of Supervisors meeting, follows a report Sunday in The Times about the suicide of Montebello fifth-grader Jorge Tarin. The 11-year-old hanged himself in his mother's room June 8, just hours after a social worker was sent to the home to determine whether Jorge's threats of suicide at school that day were serious. The following is a letter to the editor that was left on this site.
Examples of what I was talking about
I talked about how well-intentioned activists were doing their best to convince people by propaganda tactics that every accusation is founded, and Alix Dobkowski provided a particularly perfidious example of it.
Alix Dobkowski especially. I mean he basically accuses people who speak out against false accusations (or rather "false" accusations according to him) of being child abusers only trying to protect themselves. He then also called people who want due process and presumption of innocence for the accused of being "child abuser-apologists". He also plays the numbers game by talking about the number of undeclared victims, as if a "false" victim having an innocent person put in jail was like a compensation for the victims who will never be revealed. It's just absurd.
The numbers game is common with activists. The principle is simple, try to shock people with the estimated prevalence of sexual abuse (and studies diverge a lot, you can find studies with prevalence rates going from 10% to above 70%) and sometimes, as a corollary, try to dismiss charges of false allegations by using extremely low percentages (the 2% false accusation figure for rapes, which doesn't come from anywhere but is only supported by how much activists repeat it). This is to send the message, "it happens often and it's unlikely to be false, so you should believe anyone who says they were". The intention is good, but the results may lead in fact to the presumption of guilt that innocent people, once accused, can never shake off, even if declared not guilty.
Cases should be judged on their own merit, not on perceptions of how often they happen.

Most children and youth in California’s foster care system grow up with little say in the major decisions that affect their lives. When Governor Schwarzenegger vetoed funding for child welfare services that help ensure foster children and youth have their most basic needs met, he did so without consulting foster children, or even the state’s legislators who authorized the spending and sent a strong signal that meeting the critical needs of California’s abused and neglected youth is a top priority. [Bay Citizen recently covered an angry exchange during a meeting in April.]

Ohio Supreme Court: Rights of Biological Parents ‘Precious and Fundamental’
This case out of the Ohio Supreme Court does little but suggests much (Leagle, 7/22/10). Reading the court’s dicta, i.e. the verbal embroidery with which it decorates its actual holding, fathers’ rights in adoption cases just got a huge boost.Back in July 2005, Susan Tuttle gave birth to a child. She was married to Jeremy Tuttle at the time and his name was placed on the birth certificate. The court’s recitation of facts leaves us to guess at just how and why certain events transpired, but, a month later, DNA testing on the baby had been performed. It showed that Tuttle was not the child’s father; Gary Otten was. Just who asked for the testing to be done is anyone’s guess. Whether Otten requested the testing or whether he even knew it had been done, the court doesn’t tell us.Whatever the case, not surprisingly, Jeremy Tuttle divorced Susan in November of that year. A little over a year later, Gary Otten filed a suit to establish his paternity rights and presumably to get some sort of a custodial order. But then Susan married another man, Kevin Crooks, who filed a petition to adopt the child who was then almost two years old. In order for Crooks to adopt the child, Otten’s parental rights would have had to be terminated by the probate court. At this point, it’s a good idea to recognize an important fact. There are two types of adoptions - stranger adoptions and non-stranger adoptions. Stranger adoptions are the kind most people tend to think about when they think about adoption. They’re the ones in which a couple adopts a child they don’t know, a child, in other words, who is a stranger to them.

Experienced child abuse lawyers in Michigan can commiserate¨C a parent who is confronted by Children’s Protective Services faces a terrifying experience. While some guardians may think that by avoiding reporting instances of abuse to the proper authorities they will also avoid criminal charges and the loss of parental rights, this is far from true. In fact, failure to bring up instances of child abuse or child neglect in Michigan will cause even harsher charges to be brought against you, as well as tarnish your reputation as a loving and protective parent.

Fixing a flawed system
Fixing a flawed system
Among the toughest decisions facing Clark County social workers is determining when it is appropriate to remove children from their households based on allegations of abuse or neglect. Many times, it takes nothing more than common sense to conclude that an abused child with obvious physical or emotional scars should be removed immediately from a dangerous home environment and placed in the child welfare system. On the other extreme are situations where all it takes is parental instruction on basic tasks such as housekeeping or knowing how to balance a checkbook to justify keeping children in their homes.

Ok number one - I can DEFINITELY see your point that child protective services needs work to say the least. This, however; does NOT mean that ALL group homes and/ or people placing kids in group homes are bad. I for one know of at least one Gold Standard where the kids come first. PERIOD. End of discussion. Please- I would ask that you not Lump all Child advocates, social workers, child care experts, group home staff into the same lump of people as the ones who have failed in some way. - Gandhi put it best - "BE THE CHANGE YOU WANT TO SEE IN THE WORLD"

How to lie to a child in foster care about their situation
Daddy's View: A conversation with Jae
Jae: "I don't even know why I'm in foster care, it's so confusing. Do you know why I'm here?"
Brian: "Because it wasn't safe for you to be at your house anymore, Jae."
Jae: "But I felt safe, who says it's not safe?"
Brian: "The people who's job it is to keep you safe."
Note: I have become obligated to respond to a comment.
Her response was as canned as this foster dad's. "We tell them that we just want them to be safe."
I don't know about the rest of you, but to me, this is what is called a crock of shit.
First of all, kids are no safer in foster care then they are in their own homes. They're more likely to be drugged with psyche meds, they lack stability and bounce from home to home and school to school with nothing but the clothes on their backs and a trash bag or two of their personal belongings in toe. They're not only kept from their parents, but are often separated from their grandparents, siblings and any other family member who loves them. And there are all of these kind and loving people out there who just care for and love the children for the sort time that they are in their homes. And although every single one of them acknowledges that there are problems with the system, not one of them has ever seen a kid who was wrongfully removed and didn't really need to be in foster care.
"Oh it doesn't happen around here."
It's no wonder that by the time they're teenagers, a lot of them will be all doped in a group home.
Yet I'm the bad guy for using their own words against them like they did to me and I would imagine, do to you. I'm committing slander against somebody who indirectly tells a kid that their mommy is a dangerous person to be around.
You know, I don't set out to offend people, but I'm not going to avoid saying something just because it will. I learned a long time ago that you're not going to have an open and honest conversation about this issue without pissing somebody off. And I'm sorry if some foster parent or child welfare worker gets upset because I link to them, but in all honesty, they don't give a hoot about how you real parents feel, for if they did, they certainly wouldn't be bragging about their righteous and saintly work on a blog, now would they? Especially when they don't have enough faith in humanity to believe that just maybe this kid did feel safe in his own home and is simply suffering from some abuse caused form of PTSD, Bipolar Disorder, ADHD, or RAD that had nothing to do with their time in the system or being ripped from their mothers arms, but instead should all be blamed on the parents.
That said, I know there are good foster parents out there who only want to help. I also know that there are bad ones. I know that there are good workers out there. I also know that there are bad ones. For a real parent or a foster child, it's like being forced into an out of control game of Russian Roulette. If you get a good one, you're lucky. If you get a bad one, you're screwed. Not to mention that telling the kids that they just want them to be safe helps to instill fear in the children in regards to their parents, I suppose helping along the parental alienation process, making way for the dreams of forever homes. Kids view it like this. Being kept safe from their parents means that their parents are bad people.
Perhaps it would be better to say something like, "I'm sure your mommy misses and loves you too, but she just can't take care of you right now." Instead they say, "Because it wasn't safe for you to be at your house anymore, Jae."
I think this kids words say it all. "But I felt safe, who says it's not safe?" This kid tells them that they're full of bologna in his own words, and it's a loving cute moment. I tell them the same thing in my own words, and I'm a horrible person for doing so.
I can't win either way.
So be it.

LK,The original clip here honestly reminds me of a personal conversation I once had with my favorite babystealer and my total inspiration for Legally Kidnapped (yes you Sara) after flat out asking her, "What do you tell these kids about their situations?"
I am sorry if you have had a bad experience with the foster care system. But the fact is, is that it is necessary. If you knew some of the situations that children in our home had come out of, you would cringe - or at least you should.
I realize that the system isn't perfect - but if your alternative suggestion is that we leave children in homes where they will be killed or starved, then I think you've got some work to do on your argument.
We are simply doing our best to help and to love kids who cannot be at home right now. I'm sorry if you cannot appreciate that - I'm not asking you to. But I do request that you not use any of my blog posts on your blog without my express permission, and that you not slander my family for trying to do a good thing.
Thank you,
Maggie Popp

So be it.

Next session, Iowa lawmakers must finally tackle the state's child abuse registry. They need to ensure it's not too easy for Iowans to have their names placed on the registry. They need to make sure it's not too difficult to get names removed. They should start by re-examining the "burden of proof" required to place someone on the list - currently it's that abuse occurred "more likely than not" compared to the "beyond a reasonable doubt" standard for finding someone guilty in court.

The National Federation of the Blind (NFB) and its Missouri affiliate announced today that they have succeeded in a legal fight to bring a two-month-old infant, Mikaela Sinnett, home to her parents, Blake Sinnett and Erika Johnson of Independence. The NFB of Missouri hired an attorney to assist the couple after Mikaela was taken from them at Centerpoint Hospital almost immediately after she was born. For fifty-seven days the couple, both of whom are blind, were allowed to visit their child in foster care but were not allowed to bring her home. The sole reason given by Missouri's Department of Social Services was that the couple was blind and could not properly care for Mikaela without the assistance of a sighted person twenty-four hours a day and seven days a week. An evidentiary hearing was scheduled for July 20, but at the last minute the state of Missouri dismissed the case against the couple.

At the beginning of the O'Malley-Brown administration, Maryland had far too many children in foster care, too many foster children in group homes and too few foster parents. The law virtually required the Department of Human Resources to license any new group home meeting minimum standards, despite the fact that most of the state was already oversaturated with group homes. Our procedures for processing applications for social service programs were outdated and inefficient. It had been more than 20 years since the law was changed to update the amount of child support a parent had to pay.

It is amazing to me all the road blocks that Sacramento County CPS puts up to make it nearly impossible for a parent to assert their rights and fight for what is rightfully theirs--their children. In the past four years I have seen, heard, and experienced things that would ignite fear and furor in Americans…if only they knew about it. However, these actions of which I speak are closely guarded under the cloak of confidentiality that hides Juvenile Dependency Court and involuntary child custody proceedings from the public. At first guess, you assume that this so-called “confidentiality” is in place to protect the children in these cases. However, it doesn’t take long for a person to realize the protection is not for the children but rather the protection of CPS and their corrupt policies and actions.
