Protesting parents call for ombudsman to oversee child welfare complaints
About 40 parents protesting in downtown Wilkes-Barre against Luzerne County's Children and Youth Services was a sign that it's time for the state to appoint an ombudsman to investigate child welfare complaints, said Cathleen Palm, executive director of the Protect Our Children Committee.
