Mexican woman files federal petition seeking return of her son from U.S.

Citing an international treaty that was signed 30 years ago, a Mexican woman has filed a petition in federal court in Milwaukee seeking the return of her 13-year-old son who she says is being wrongly and unlawfully retained in the U.S. by the child's father, who lives in Appleton, Wis.
