The first clue that the children would go back to their family should have been the continuing visits with their parent(s). When that is happening they will be going back. This looks like the state engaged in another illegal kidnapping attempt. And while they were at it they committed a form of child abuse: lack of regular daily contact with their siblings in foster care. The only thing that they should complain about is that the workers took so long to recommend the reunification.
