Why isn't anyone looking at the foster (paid to be a mother) mother?
Apparently, trash is not disposed of in that building through the lobby. Rather, as with many fairly modern highrises in NYC, as Starlett City is, trash disposals exist on every floor.
ACS is the force behind the family court judge's decision to jail the bio mother---it has nothing to do with culpability. If it had, the bio mother would have been criminally charged.
