Failing the children
Oregon's Department of Human Services is going to be in the spotlight for a while.
The news of infant twins allegedly abused by a Gresham foster couple is sickening. And the agency's failure to catch possible abuse sooner has a lot of folks rightly questioning what went wrong and what more can be done.
